Regulates Decree 1165 of 2019 and establishes customs procedures, including cargo operations, warehouses, free trade zones, and procedures with DIAN.

Support Measures: Regulates special regimes such as free trade zones, the Vallejo Plan, and benefits for Authorized Economic Operators (AEOs).
Decree 278 of 2021
Amends Decree 2147 of 2016 and establishes provisions governing the free trade zone regime, including operator and industrial users, requirements, investment, employment, operations, and free trade zone operations.

The new regime for customs penalties and seizure of goods is adopted, as well as the procedure applicable in cases of noncompliance with customs obligations and provisions in the context of foreign trade operations, and other provisions are established.
